什么时候用at the time什么时候用for the time

练习册阅读题上有个句子：

Bad weather for the time of the year.（能翻译一下吗？）

但上面有一道选择题是：

It's the best weather ____ the time of the year.

正确答案却是选 at 而不是 for！

可是为什么前面的用 for 后面的用 at？
