It would be foolish to do the thing that everyone considers that it is wrong.

从结构上看，that everyone considers that it is wrong 应该是个同位语从句，跟the thing是同位关系，而不是修饰关系，因为 everyone considers that it is wrong 是一个完整的陈述句，不缺成分，故不是定语从句。此外，that it is wrong 是considers 的宾语从句。
