其中 whatever 与 however 引导的从句好像不完整？其中的第一句还好理解一点，可以认为是在 however small 后省略了 it is，但第二句说有点不可理解了，显然这里不能理解为在 whatever the cost 后省略了it is，倒是像省略了一个is——英语有这样的省略吗？
