如果是perfectly wrong,那它是什么意思呢?——意为“完全错了,彻底错了”。

用 perfectly 修饰 wrong 的情况较少,不如 perfectly right 多。可能是因为 perfectly 多少有“完美无缺”的褒义,所以修饰 right 的时候更多。例如:

You are perfectly right. Louise, shall we dance some more?路易丝, 你讲得很对. 我们再跳会儿舞吧?

Your answer is not perfectly right.你的回答不太正确.

Why are you angry when everything is perfectly all right?好端端的,怎么生起气来了?

This principle is perfectly correct.这个方针是完全正确的。

此外,completely, so, quite, how, 甚至 very 等程度副词,都可修饰 wrong,例如:

Excuse me, but I must say you are completely wrong. 对不起,但是我必须说你完全错了。

《柯林斯COBUILD高阶英汉双解学习词典》(外语教学与研究出版社 2011年7月第1版)P1940:You can use "perfectly" to emphasize an adjective or advderb, especailly when you think the person you are talking to might doubt what you are saying.
