responses,responded,responding,respondent的用法疑问

Since Solano Marketing was established,the human resoureces department has counted on newspapers to advertise job opentings in the company.However,we have observed that ____ to printed advertisements have dropped since the onset of online employment agencies.

答案是 A，为什么是 A，为什么不是 C，respond to 回应...,所以不是应该选C吗？

要填的空是宾语从句的主语中心词，从句谓语动词用的是 have dropped，依照主谓一致的原则，主语中心词应该选择名词复数 responses。另外，responding 是动名词，是“回复、回应”这个抽象动作，不能讨论它是“上升”或是“下降”，而 response 是名词，可以用数词来修饰，也可以讨论它的数量是“上升”的还是“下降”的。
