committee 作为集合名词，若视为整体，表单数意义；若考虑其个体，则表示复数意义。有时连用单数或复数动词均可，只是侧重点不同，如网友的句子：
The committee has / have agreed to submit its report. 委员会已同意提交报告。
又如：
The committee has / have decided to close the restaurant. 委员会已决定关闭这家餐馆。
但在某些语境中，可能用单数或复数更合适：
The committee is made up of ten persons. 这个委员会由十人组成。
The committee are divided in opinion. 委员们意见不一致。
若后接定语从句，视为复数时，关系代词用who；视为单数时，关系代词用that或which：
The committee who were [which was] responsible for this decision would consider it over again. 对这一决定负责的委员会是会重新考虑它的。
