seem not to do sth的用法问题

Terry has been carrying a torch for Liz for years, but she seems not to notice.

请问这里为什么用 seems not to notice? 不是应该用 doesn't seem to notice 吗?

下面两句都对，且意思相同：

(1) Terry has been carrying a torch for Liz for years, but she seems not to notice.

(2)Terry has been carrying a torch for Liz for years, but she doesn't seem to notice.

特里暗恋莉兹好多年了，可是她似乎没有察觉到。

若要说区别，只是第(2)句比第(1)句更正式，更文气一些。
