这里的 the best place to be 是习语，指的是生活和居住最好的地方，也可说成 the best place to live。比如英语有句谚语：There's no place like home. 牛津词典对它的解释是：One's home is the best place to be. 哪里再好也不如自己的家好。再如：Home is the best place to be no matter where it is. 家就是最好的地方，不管它在哪里。

当然，去掉 to be，句子也是对的，但就没有“生活”“居住”的意味了。比较没有 to be 的用法：

Where’s the best place to cross the road? 在哪里过马路最好？

That’s the best place for the piano. 那是放钢琴的最好位置。

Where’s the best place to get a facial in New York City? 在纽约做美容最好的地方在哪儿？

补充一点：此句的to be并非多余，如果删掉的话，句意不完整，或者说句意会发生改变。中文可以说“如果喜欢看戏，伦敦是最好的去处”，其实原句的本意不是说“伦敦是最佳去处（无论就何种角度而言）”，而是强调对于那些喜欢看戏的人来说，伦敦是最佳去处（对于其他人而言，就不一定了），你品（中文），你品（中文），你细品（中文）。所以to be这里实际表达的是to be in London，整句传达的不是“伦敦是最佳去处”的含义，而是表示“In London”对于喜欢看戏的人来说，是最理想的状态。所以，to be不能省，省了就失去了句子的原意。
