其实两者的结构是一样的，difficult 作表语，其后的不定式作结果状语。

两者的唯一区别就是 difficult 前面多了一个修饰语 too（太）；同时由于多了这个 too，就构成了所谓的 too…to…（太……以致不能……），具有否定意义：

没有 too 的例子：

It’s difficult to earn a livelihood as an artist. 搞艺术谋生很难。

It’s often difficult to translate poetry. 诗歌通常都很难翻译。

When someone is down on their luck, friends are very difficult to find. 一个人穷困潦倒的时候，很难找到朋友。

She said she liked him but added that he was difficult to work with. 她说很喜欢他，但接着又说他在工作上很难相处。

有 too 的例子：

It’s too difficult to explain. 这太难，解释不了。

This problem is too difficult to solve. 这个问题太难，无法解决。

These jokes would be far too difficult to translate. 这些笑话太难了，无法翻译。

有时虽然不一定翻译成“太……以致不能……”，但仍然隐含有此层意思：

His opponent was too difficult to deal with. 他对手太难对付。

Pesticide levels in food are simply too difficult to calibrate. 食品中杀虫剂的含量难以精确测定。
