副词和副词小品词的区别

1 The light is off.

2 You can turn it off.

请问老师:

1 是不是只有在“短语动词”结构中的副词才能是“副词小品词”?

2 上面例句1中的 off 只能叫副词,不能叫小品词,对吗?例句2 off才能叫小品词?
