should be doing的用法

If I am wrong, we will my have done no harm to look at the issue skeptically and critically, to consider how we should be resisting it.

请问在这里，should be doing是不是和will be doing相同，都是对未来的单纯预测，只不过使用should和will稍微有差别。

如果不是的话，这里为什么用should be doing而不用，should resist表示对将来的预测？这是进行体的什么用法？
