3 to where 是什么用法
Instead of having a physical delivery, we are requesting a consignment arrangement, to where the supplier will procure raw materials once purchase order is received,
这句话是从美国一个公司的标书中摘出来的，大意就是甲方购买乙方的某种药剂，但是要求乙方先不需要实物发货，一旦订单来了乙方将会购买生产药剂的原料以供将来随时生产和发货。
这里的to where是个什么用法？还是这个地方实际上是个错误？我觉得不加to做定语从句更好理解。

同意网友的观点，to where宜改为where，引导定语从句。
此外，purchase order宜加个限定词，比如a。
改后句子如下：
Instead of having a physical delivery, we are requesting a consignment arrangement, where the supplier will procure raw materials once a purchase order is received,

备注:where为融合性关系副词引导介词宾语从句where=the situation where
