改错:Those special offers are intended to attract people to buy more.
1. 关于be intended to do sth
句中的 are 是不能去掉的,be intended to do sth 可看作一个固定搭配,意思是“目的是为了”“旨在”。如:
The film was intended to educate people.
The book is intended to be a guide for new parents.
The
program is intended to provide medical care for elderly people.
The new policies are intended to help meet the growing demand for new housing.
2. 关于attract sb to do sth
估计出题是认为attract用得不妥,因为要表示“吸引某人做某事”,英语通常不用 attract sb to do sth,要表达类似意思,可根据情况将 attract 改用 encourage, entice, induce, temp 等(其中有些动词还可以后接sb into doing sth)。如:
Those special offers are intended to entice people to buy more.
They’re offering free gifts to tempt people to join.
The state advertises a great deal to induce its citizens to buy lottery tickets.
High wages may act as a magnet to encourage people to work in the mines.
当然,是不是用 attract sb to do sth 就一定错了呢?也不见得,虽然有些人反对这一搭配,但偶尔也可见到此类用法,比如有本英语词典在解释tempt时就用到了attract sb to do sth,它的解释是to try to persuade or attract sb to do sth 试图说服或吸引某人做某事)。

Those special offers are intended to tempt people to buy more.
