2 Not so long as和so long as有区别吗

（2）So long as both are run intelligently, things work.

我的疑问在于：以上两句话的加粗词都表示“只要”吗？如果是，为什么（1）的NOT没有起到否定的作用，NOT存在的意义是什么？这两者是没有区别的吗？
