2.Transplant operations in this country have long relied on organs taken from executed prisoners, which practice has led to such abuses as the timing of executions to meet organ demand, with no notification of relatives.

这两句中的such...as...不是一回事，须加以区分。
第二句中的such...as..显然用于表示举例。通常是“名词词组+such as+名词词组”形式，此时的such as应视为介词。但第一个名词词组也可以放在such和as之间。所以：
such abuses as the timing of executions
=abuses such as the timing of executions
这种用法很常见，大家都熟悉，与关系分句和比较分句没有关系，不必多说。
