正常来说，主句应该用完成时，这里是不是应该用过去完成时（后句allowed)？但却用了一般过时态。

你不能只看表面形式而不顾语义。since引导时间状语从句时，通常主句要用完成时态。但你的第一个句子since引导的是原因状语从句。牛津例句中的since从句是修饰名词the worst flood的，是名词的修饰语。并不是修饰谓语动词的。It was the worst flood since records began.=It was the worst flood that had ever happened since records began. 你可以看出since从句并不是修饰主句的was的。
