书上说这里的形容词 unethical 作 the actions 补足语。但根据牛津词典, view 后接宾语补足语时，需要加 as。如：

把…视为；以…看待

这种车刚造出时，其设计被认为是独具匠心。

你说得对，这里应该加上一个 as。
查了下对应的英语原文，是 do not view the actions an unethical，这里的 an 大概是 as 误写。命题人可能就直接删除 an 了，导致出现了这个问题。
