It hoped用法

It hoped they would learn how shop-floor lighting affected workers' productivity.

看到的句子成分分析，有两种

1）it作形式主语，代指后面的句子（they would learn how shop-floor lighting affected workers' productivity.）

2）it作主语，后面的句子（they would learn how shop-floor lighting affected workers' productivity）作hope的宾语。

我认为，正确的应该是第二种，因为it如果作形式主语的话，把后面的句子代入，意思不通。这样理解对吗？

句型It is hoped that...中，it作形式主语，代替that从句内容，is hoped是被动语态，这样理解对吗？

最好把 It is hoped that...作为一个句型来学习，不必纠结It 是否是形式主语。《朗文当代高级英语辞典》第6版指出：“在较正式的英语中，可以用 It is hoped that something will happen

表示人们希望某事将来会发生： It is hoped that the study will provide some useful information . 人们希望这项研究能提供一些有用的信息。”
