是否所有的“主语补足语”都可以改写为“宾语补足语”呢

一般来说主语补足语是将带有宾语补足语的句子变成被动句得来的（原来补充说明宾语的部分就变成补充说明主语了）。

反过来说，在句子改回主动语态后，主语补足语也应该会变成宾语补足语。

那为什么在“sb.／sth.＋be 动词＋said／thought／reported／believed／supposed...＋to do...”句型中（不定式作主语补足语），还原为主动语态后不写成“sb.＋said／thought／reported／believed／supposed...＋sb.／sth.＋to do...”，而写成 It is／was said／thought／reported／believed／supposed...＋that...？

如：Mr. Brownis said to have finished translating the French book two years ago.

为什么不能改写为“sb say/said Mr. Brown to have finished translating the French book two years ago.”？

你过于机械化了。并非所有的主动句都能改为被动句。也不是所有的被动句都能改为主动句。你列出的这个句式恰好就是不宜直接改为主动句的，而是使用句型转换。例如，Tom is said to have finished translating the French book two years ago. 可以转换为下面二个句子：It is said that translating the French book two years ago. 或者 They/People say that Tom finished translating the French book two years ago.
