这里不用it, 因为英语要表达的意思相当于，As a solution, the experts propose that ... 你注意consider 用了原形，没有三单变化就是因为前面有propose. 在这种结构中，propose 后不接形式宾语（不是所有的词都可以这样用）。我们可以说We propose it as a solution to the problem. 这里it指代前面说的，但不是形式宾语。
