能否把carried out变成being carried out

All teachers discussed the plan that they would like to see carried out in the next school year. 《许广联大学英语》

请问分词 carried out 是修饰 the plan 的吧？那么 the plan that 后引导的they would like to see是同位语还是定语从句？我觉得应该是定语从句，那么过去分词carried out 是怎么修饰plan的，我怎么觉得好像少了一个谓语动词那？再一个能否把carried out变成being carried out？谢谢！

see sth done 和 see sth being done的区别，类似于see sb do sth 和 see sb doing sth之间的区别。前者表示的是完整事件，后者表示的是正发生未结束的事件。而句子的语义应该是看到计划在下个学年得到实施这个完整事件意义，所以不可以改为being carried out。
