这里的will是不能去掉的，从句法上来看，what 引导的从句，做介词of 的宾语，will在从句中做名词，含义就是心愿，目的，想法，先不看what，只看will is estimated to be a $18 billion infrastructure project（这种想法估计要花180亿美元的来建设基础设施项目），在用what把这个引导出来，做介词of 的宾语，从语义上讲，what 回答了will （即：想法是什么）。也就是说，这个“什么”由后边的is estimated to be a $18 billion infrastructure project就是回答了what。
