非谓语动词，用hoping还是hoped

This course is of great interest to students, ___ (hope) to improve their writing skills.

老师们，请教一下，这里course和hope不应该是被动关系吗，为什么答案是hoping？

hoping是现在分词短语作定语，修饰students。这是出题人的想法。hope没有hope sb to do sth的用法，所以不可能用过去分词作状语再接to do不定式作补语。但这个题出的有问题，现在分词作非限制性定语是不恰当的，应该是限制性定语，删去逗号。
