问：上句中不用 that完全不影响表达，这句中为什么要开头用它？它起什么语法作用？有实在语义吗？

这是名词从句中的主语从句，第一个句子中，如果不加that，那么一个句子中就有个两个谓语，即cooperate和be动词，理解时会引起歧义，所以加上That表示“中国和泰国应该在铁路领域合作”这件事是主语
