not only ... but also ... 的一般疑问句主谓一致问题

想请教一下各位老师，not only ... but also ...的一般疑问句的就近原则是怎么运用的？比如下面这句话是填is还是are？

_____ not only the students but also their teacher required to attend the meeting?

这句话应该填 Are ,因为句首单词应该大写，离谓语动词较近的主语是 the students（根据主谓一致的就近原则）。
