没错，deem 后面不能直接跟不定式。deem主要用于两类句型：

句型一：deem + 宾语从句（that从句）

He deemed that it was his duty to help. 他认为他有责任加以援助。

They deemed that he was no longer capable of managing the business. 他们认为他没有能力再管理这家企业了。

句型二：deem + 宾语+ 宾补

1. 宾补为名词

Do you deem him an honest man? 你认为他是个诚实的人吗？
