不可以互换。

be meant to旨在做某事，和它同意的短语有be designed to和be intended to

mean to do something打算做某事

在有的语境下可以替换，有时不行。

原因：be meant to 的含义大于等于mean to.

be meant to 有两个含义：1. intend to do 这时=mean to

2. be meant to还有“应该”的意思，这时不能和mean to 替换。
