come into effect 能否接动态动词，我的理解和曹老师有些不同。from that day onwards 是从这天开始并延续的意思，但强调的重点在from that day, 因此是可以和有些动态动词连用的。这里要注意一个细节：你的句子因为day 后是定语从句，所以可以用the. 如果没有从句或定语修饰，单独使用的话，要用that/this。 我没有见过from the day onwards 的说法。
