3 这种情况是大量存在的。实际上if 从句修饰的不是主句,而是主句中的that从句。换句话说,if从句是that从句的条件状语,由于强调而移到了句首。例如,If he were here, I think he would tell you himself. = I think he would tell you himself if he were here. 主句I think与虚拟条件无关。同理,你的句子中 这个risk确实是存在的,if 从句的结果是that从句的内容。句子等于 He added that there was a "risk that the men would not subsequently be deported" if they had sent them to Denmark.
