词典中收录的有the third year in a row that... 的说法。有third,所以关系分句一般用that,in a row在这里意思是consecutively连续地。
This is the third year in a row that the rains have failed. (剑桥高阶rain词条下)
This is the third day in a row that it‘s rained. (牛津高阶第五版row词条下)
而原文的in a row of when这种说法还是有的,很少,词典中并没有收录,不用找了,以下材料来源于网络:
