这个句子里面consisting of 也是修饰discussion的和published并列，它前面不用加and吗？

二个并列的结构从来都不可以不用任何分隔形式而连续排列。所以过去分词短语published和现在分词短语consisting绝对不可能是并列关系。你认为二者是并列关系，这本身就是错误的。现在分词短语修饰的是a discussion published on the World Wide Web这个名词词组。
