but在这个句子中起句间连接作用，表示本句和前一句话为转折关系。but 与后面的句子是否需要定语从句没有关系。that is worrisome signal 前面为逗号，要么在that前加and，that为指示代词；要么把that改为which，引导非限制性定语从句。
