He is no longer the one that he used to be.

这句that引导定语从句可以理解。

以下两句是否都可以成立呢？差别是什么？

He is no longer that he used to be.

He is no longer what he used to be.= He is no longer the one that he used to be.

He is no longer that he used to be. 这是错句。that为to be的宾语，所以that为关系代词。可这里并不需要定语从句，而是需要名词或名词性从句作表语。这是很明显的错误，你看不出来实属不该。一个从句首先要判断它是什么从句，作什么成分。不能稀里糊涂的。
