1. cut power from a place，显然是错误的，这是一种汉语思维。英语是逻辑语言。但是，一些短语动词（phrasal verbs），人们往往死记硬背，不去探究其结构和语义。

2.“切断电源” 不是cut power，而是 cut off power 或 cut power off。这里，off 是小品副词，是必具性的。大家知道，off 表示“电源与电器分离”，因此才有了 turn off，switch off 等短语动词，off 是不可缺少的。在 cut off power 中，cut 表动作（切），off 表结果（断）。英语中，小品副词表结果，是很常见的。又如：

I used the salt. 这盐我用过。

I used up the salt. 我把盐用完了。（up 表示结果“用完；用尽”）

3. 汉语思维是学习英语的大敌。原句作者认为，cut power 就是“切断电源”，from 表示“从哪里切断”。这种思维实在不可取。cut power from a place，如果英语中有这个词组的话，那么它的意思是：去切（没有断）来自某地的电力。由于cut power 没有 off，此时cut 的词义过于具体，“切断电源”本来是抽象意义，总不能跟 cut bread （切面包）相提并论吧。

4. 我认为，根据逻辑语言的要求，正确的表达是：

cut off power to more than a hundred thousand homes. 意思：切断了通向千家万户的电力供应。

介词 to 表示“通向某地”，介词短语作 power 的定语。又如：

Whoever controls the dam could cut off power or water to millions of Iraqis.

只要控制了水坝，就能切断数百万伊拉克人的供电和供水。

Last week, two officials cut off power to a hotel after they were not invited to its opening party.
