it comes to 看作习语。

这个come to是“接近、到达某种状况”的意思,如《韦氏高阶》come to:to approach or reach (a specified condition)

The water came slowly to a boil. [=the water slowly began to boil]

The project suddenly came to a stop/halt. [=the project suddenly stopped]

The work has finally come to an end. [=has finally ended]

to reach a particular situation, especially a bad one

The doctors will operate if necessary─but it may not come to that.

Who'd have thought things would come to this (= become so bad) ?
