focused/focusing

I have to say unless we want an education system just ______ (focus) on making people consumers and not on helping them be producers, this emphasis on reading only —which does happen in so many places—is very short-sighted.

这里focus是及物动词，sb focus sth on sth. 意为to cause sth to be directed at sth specific. 其被动结构为 sth is focused on sth. 所以这里需要用过去分词作后置定语。
