不要以为 fact 后面的 that 从句就一定是同位语从句。如果是是同位语从句，它必须符合某些条件，比如 that 从句是用于说明 fact 的具体内容，that 在从句中不充当句子成分。而你的句子中，这个 that 从句既不是用于说明 fact 的具体内容，that 在从句中也不是不充当句子成分（而是充当了主语），所以你的句子 that 引导的不是同位语从句，而是定语从句。又如：
She lacks political experience — a fact that becomes clear when she appears in public. 她缺乏政治经验，这一事实在她公开露面时表露无遗。
