Chinese前为什么没有冠词the

泛指一般意义的“中国人”，最通常的表达是 the Chinese 或 (the) Chinese people。如：
The Chinese are a peace-loving people. 中国人是个热爱和平的民族。
The Chinese people naturally welcomed this treaty. 中国人民自然欢迎这项条约。
Chinese people cherish their independence and sovereignty. 中国人民珍视他们的独立和主权。
至于你说的用法，即单独用 Chinese 来泛指一般意义的“中国人”，比较少见，但也确实有人这样用，碰巧我平时收集了一些类似的例句。如：
