1. 那就是一个定语从句吧，先行词是tidal sites，中间被间隔开了，也就是所谓的分隔式定语从句了。
2.at prices competitive with modern gas turbines，介词短语作状语（competitive with...这小块是个定语修饰prices，可以看成是个省略了的小定语从句）；undercutting those of......，现在分词作伴随状语，这两个状语都是前面that引导的定语从句中的状语，用and连接了起来。既然是两个状语也就谈不上“有没有主语”一说了吧，跟主语没关系。（PS：感觉第一个and不加也可以吧！？）
如果把原句改成下面这个样子，意思不变，结构稍微变了变，是不是就容易理解一些了！
