英语中宾语和状语前置问题

请问老师,在经济学人里,看到这样一句话:What the effort seemed to lack in urgency it made up for in penny pinching. 这个what引导的从句是不是从made up for后面移到前面来的?

还有一句话是:Trying to reduce the amount of drugs she had almost never worked. 

"Trying to reduce the amount of drugs"是不是状语放在前面?

我们昨天在群里讨论过这句(有兴趣的网友可以加群:247157188,群名:柯帕斯英语网)。网友说得对。这句话为宾语从句前置,表示强调,也防止歧义。make up for 是及物动词短语,其宾语是 what 引导的宾语从句 What the effort seemed to lack in urgency。其中 it 指代 the effort。还原:The effort made up for what it seemed to lack in urgency in penny pinching. 还原后读者可能会以为 in penny pinching lack 的状语。
