1 是的，as引导比较状语从句，为 the same ... as...结构。that不可省略，省略为错误。因为比较分句省略主语而保留谓语动词只有二种情况：1）从句主语为比较对应项；2）从句主语为嵌入分句（即形式主语it和that从句同时省略）。而这个句子中比较对应项为宾语而不是主语，that指示代词，为as从句的主语，不可省略。learned through practice为过去分词短语作that的定语。从句省略了谓语动词can have.

2 本句用what为错误。what为融合型关系代词，= the thing which，需要后接从句。因为learned为过去分词，不是谓语动词。如果改为is learned. 即as what is learned through practice 就是正确的了。
