谢谢网友邀答。根据本人语感，这句话的意思是：为什么系统不能在整个飞行过程中使用？它不能仅用于飞行高度。这是个口语表达，原句有省略，补全应该是：Why can't the system be used during the entire flight? and it cannot be just used at flying altitude. 由于口语表达，实际把两句并在一起了。
