这个句子， president 应该特指，用定冠词 the；相反，根据惯用 state 应该省略冠词，原句应改为：

In France, on the other hand, the head of state is the president.

这才是规范的表达。

the head of the state（可以归为类指） is a president（无所指）.

相当于the tiger is a (dangerous）animal (as opposed to a plant).
