3 关于whether和if的问题

有一句话：The manager hinted at whether he would sign the contract.

我看语法书上说这句话中whether的位置不适合用if，因为介词后面不能直接加纯萃的连接词，但可以加疑问词功能的whether。

我想请教问题是为什么介词后面不可以跟连接词呢？

还有如果这里不适合用连接词if，那whether不也是连接词吗，为什么在这里就可以用呢？

另外，如果和or not 连用，也用whether,不用if: 例如：The question is whether or not the government

has the right to interfere. 有时用whether 还为了避免歧义，不用if. 例如：Please let me know if he comes.

容易有歧义，这里用whether就没有歧义了。
