表示年龄的说法可以有很多种， He is 18. He is 18 years. He is 18 years old, He is 18-year-old. He's at the age of 18. He is aged 18. 等等。

当然，这里完全可以像你说的这样，18 years old or order. 完全没有问题。只是作者换了一种说法问题。

如果想表达18岁及以上年龄段，还可以用 18 years or above/ 18 years or over 等等
