这是一个省略句。前面省略了 This was。This was a decision that took courage, ...

that为关系代词引导定语从句，that指代decision.

considering...这个现在分词短语为评注性状语，是说话人对句子的评论，即我为什么这么说，因为我考虑到。。。

非谓语动词作评注性状语（disjunct)，非谓语动词的逻辑主语为说话人，与句子主语无关。例如：

Frankly speaking，Tom is a nice person.

= When I say Tom is a nice person, I am frank.

只有非谓语动词作修饰性状语（adjunct）时，才要求非谓语动词的逻辑主语为句子的主语。

也有人把这个considering分析为引导原因状语从句的连词。其实本质上就是评注性状语。
