will是将来时助动词还是推测情态动词？

CNN: 《An Explanation of Herd Immunity & A Report on COVID-10 Vaccines》

But a former commissioner from the U.S. Food and Drug Administration says there's a new varient of COVID, a

new strain of it that could(1) cause another increase in coronavirus cases.

He says the silver lining there is that a lot of people will(1) have already been infected with the disease and will(2) be immune to it,

and a lot of others will(3) be getting a new emergency vaccine.

请教老师：上面could(1)是情态动词表推测。那么will(1)应该理解成表推测，还是纯粹的将来完成时助动词呢？

will(2)呢？will(3)应该是纯粹的将来助动词。

我感觉will(1)和will(2)都应该是推测性的，而非将来时助动词。

请老师批评指正！

这三个will都是情态动词的推测性用法。第一个will是对过去情况的推测，第二和第三个分别是对现在的状态和事件所做的推测。
