that you may be sure is nature's way.= you may be sure that is nature's way.
that为指示代词,指代if从句的内容,并在主句中作be sure后that从句的主语。为了强调that,that前置于主句之前,形成了一个嵌入式陈述分句。
如果在you may be sure前后打上逗号:
If one way be better than another, that, you may be sure, is nature's way.
则you may be sure 为插入分句。
因为强调而把that前置的情况较为少见,但偶尔还是可以见到的。例如下面COCA例句:
