be counterproductive to中的to是介词还是带to的不定式？

查单词的时候发现be counterproductive to中的to既有被当作介词，也有被当作带to的不定式的不定式。

疑问：to可以在同一个词组中既当介词，又可以当带to的不定式的吗？感觉见过的有些词也有这种情况。请老师指点。

to是介词，to介词短语作表语形容词的补足语。如第二句中的to介词短语。第一句中的to do不定式为真正主语，it 为形式主语，
