请教老师，此句宾语后面的effective，是什么语法成分？

我查了词典，effective只有形容词的词性，如果解释成前面“the National Special....Inauguration”名词短语的宾语补语，似乎翻译不通，并且查询词典，begin也没有这种“宾语+宾补”的用法。

如果理解成形容词短语后置修饰名词（短语）的形式，似乎effective和Wednesday之间，又少了介词on。分析到此没有了思路，请老师帮助解答，感谢！

effective （from) 为形容词短语，作表语或后置定语，本句为定语。你何不查一下词典呢？

您有未注意，您引用的这段纯粹是口语。口语中的停顿转为文字时有时是看不到的。

I have instructed the U.S. Secret Service to begin the National Special Security Event operations for the 2021 Inauguration （停顿）effective （省略on，或很多美国人干脆从不在星期几前加个on）Wednesday, January 13th instead of January 19th.

所以是指operation在13号就生效，而非19号。

请教老师，此句宾语后面的effective，是什么语法成分？
